From the Chairman and Director C-Foundation

Dear Stakeholders, Partners, and Future Donors,

It is with great pride and optimism that I present the inaugural Annual Report of the C-Foundation, a newly established not-for-profit organization dedicated to supporting democratic decision-making through educational gaming. The 2023–2024 period marked the foundational phase of our journey— a year characterized by vision-setting, foundational structuring, and the first critical steps toward long-term impact.

1. Foundation Overview and Mission

The C-Foundation was formally founded on 14 August 2023 under the name “Stichting ter Ondersteuning van Democratische Besluitvorming middels Educatieve Gaming,” with the registered alias “C-Foundation.” Our mission is to enhance democratic processes by equipping citizens and policymakers with interactive tools for understanding complex systems through gaming.

We believe that education through interactive, model-based gaming can improve public understanding of long-term policy implications—particularly in fields such as energy transition, sustainability, and governance.

2. Governance and Structure

On 14 August 2023, the Foundation was granted ANBI status by the Dutch Tax Office, formally recognizing our non-profit character and allowing tax-deductible donations.

The Board of Directors consists of:
– Chairman: Gabriel de Scheemaker
– Company Secretary: P.K. Kapteijn
– Treasurer: Ms. V. Corless

Our first accounting year spans from 14 August 2023 to 31 December 2024.

3. Programmatic Work and Initiatives

Informed by discussions with energy-sector CEOs, educators, students, and international gaming experts, the Foundation identified the need to improve public understanding of complex, long-term societal challenges. Gaming emerged as the most promising educational approach.

We are building upon models developed by QuoMare, a specialist in advanced optimization and analytics. Feedback from students, media, and professionals has been overwhelmingly positive.

4. Financial Overview

Initial funding of €21,000 in formal loans from Founder Directors was allocated to:
– Notary registration: €545
– Media development costs: €18,000

In addition, Founder Directors have advanced €1,617 for operational expenses. The Foundation has incurred expenses for the preparation of meetings by the Directors (“vacatie-gelden”) of €9,562. The Foundation has not yet reimbursed these expenses.

Several organizations have contributed in-kind support:
– De Roos Advocaten (tax and IP advice)
– Microsoft (Office licenses)
– Wolfsbergen Van Haarlem (accounting services)

On 14 May 2025 the Foundation’s bank balance is €2,147.82

5. Fundraising and Development

We are actively preparing for fundraising in 2025 to support model development and broaden our reach. Notably, plans are maturing for a televised adaptation of the Game, intended for broadcast on the Public Broadcasting Network in 2026.

6. Looking Ahead

Our 2024 policy plan will be revised to match achievable timelines and budgets. Growing international and cross-sector interest encourages us to expand our vision. Focus areas for 2025 include:
– Fundraising and donor engagement
– Model refinement and testing
– Media development for public education
